Job Opportunity: Building Inspector I-III

The City of Ashland is currently accepting applications for the position of 
BUILDING INSPECTOR I-III, Planning & Community Development Department

Supervisor:        Senior Building Inspector

Pay Ranges:       
Bldg Insp I  $18.444-$33.633
Bldg Insp II $20.832-$36.536
Bldg Insp III $22.623-$39.900

Class Characteristics:  Under general administrative direction, performs inspections and reviews architectural or engineering structural drawings and specifications to ensure compliance with applicable building codes.

General Duties and Responsibilities:   Accepts applications for permits; computes fees; issues permits.  Examines plans accompanying permit applications for conformance with codes.  Inspects sites before construction for practicability of plans.  Inspects sites and buildings during construction for compliance with codes.  Inspects buildings upon completion; issues certificate of occupancy upon determining compliance.  Notifies permit holder of non-compliance with codes at any time during construction process.  Inspects dwellings for compliance with codes and takes necessary action.  Investigates complaints of code violations.  Answers inquiries concerning code requirements.

MINIMUM QUALIFICATIONS: Training, Experience and Certification/Licensing Requirements:  Must possess and maintain a valid driver’s license as a condition of continued employment in this class required for all positions.  In addition, if the listed requirements are in conflict with the current KY Commonwealth requirements, the most current Commonwealth requirement will govern.

BUILDING INSPECTOR I – Requires graduation from high school or equivalent supplemented by one year work experience in building construction.  Must successfully complete certification tests by the Commonwealth of Kentucky for ICC Building Inspector Level I (tests B1, M1) 1&2 Family Dwelling Building (1A), ICC 1&2 Family Dwelling Mechanical (4A), Building General (1B), and Fire Protection General (3B).  Must complete International Property Maintenance Code (IPMC) certification within first year.  Other certifications above must be completed before end of second year.  BUILDING INSPECTOR II – Requires graduation from high school or equivalent supplemented by sufficient work experience to have obtained certification as a Level II Building Inspector (must hold current) issued by the Commonwealth of Kentucky, Department of Housing, Building and Construction as required in KRS 198B.090 and 815 KAR 7:070.  This shall include certifications for ICC Building Inspector II (tests B1, B2, M1, M2) 1&2 Family Dwelling Building (1A), ICC 1&2 Family Dwelling Mechanical (4A), Building General (1B), Fire Protection General (3B), and Mechanical General (4B).  BUILDING INSPECTOR III – Requires graduation from high school or equivalent supplemented by adequate experience to have obtained certification as a Level III Inspector (tests B1, B2, B3, M1, M2, M3) by the Commonwealth of Kentucky.  This includes all certifications required for a Building Inspector I and II plus the certifications of Building Plan Review (1C), Fire Protection Plan Review (3C), and Mechanical Plan Review (4C).  Must hold a current certificate for plans and specifications inspector issued by the Department of Housing, Building and Construction as required in KRS 198B.090 and 815 KAR 7:070. 

Availability:  Must be able to attend meetings during evenings and weekends. 

Overtime Provision:  Non-exempt.
