GENERAL DESCRIPTION
The purpose of this position is to ensure consistent enforcement of the Kentucky Residential Code, Kentucky Building Code, and the Lexington-Fayette Urban County Government Code of Ordinances, and Zoning Ordinance throughout the construction of projects through plan review and regularly scheduled inspections.
MINIMUM REQUIREMENTS
- High school diploma, GED, or equivalent
- Two (2) years of experience in a directly related construction position that requires reading and interpreting building plans and specifications; or work performing building design or drafting duties for an architect or engineer.
- Additional years of education in architecture, engineering, fire science, building technology, or other construction related subject may substitute for years of related experience
ESSENTIAL FUNCTIONS
- Conducts field inspections to verify code compliance, violations of constructions codes, and investigate complaints
- Reviews and approves construction documents and permits
- Communicates and responds with internal and external customers via in-person, phone, text, and email
- Researches and evaluates building codes and zoning ordinances, code compliance, alternative construction methods, and the progress of open permits
- Attends applicable division meetings and performs data entry, reporting, and other administrative duties as necessary
- Performs related work as assigned
SPECIAL LICENSE/CERTIFICATION
- Valid driver’s license
- Completion of the following NCPCCI or ICC Building Inspector Certifications must be obtained within the six (6) month probationary period as a condition of permanent employment:
- NCPCCI exams
- Test 1A One- and Two- Family Dwelling General exam; and
- Test 4A One- and Two- Family Dwelling Mechanical; or
- ICC Exams:
- Test B1 Residential Building Inspector; and
- Test M1, Residential Mechanical Inspector
- NCPCCI exams
- Upon hire, must enroll and maintain membership in the Kentucky Certified Building Inspector Program as a condition of continued employment.
SPECIAL REQUIREMENTS
- Employees within the Divisions of Building Inspection and Code Enforcement, whose job duties include issuing civil citations or permits for the use of and/or conditions on real property and/or residential real property within Fayette County, or inspectors within the Division of Fire – Fire Prevention Bureau must comply with CAO Policy 23R (“Acquisition of Real Property From Property Owners Under Certain Notices and/or Orders”), which states that employees shall not own any interest in residential real property or possess an ownership interest in a business that manages, maintains or oversees the management or maintenance of any residential, real property in Fayette County. In addition, no employee who works in a Division with regulatory or civil enforcement authority over real property located in Fayette County shall acquire an interest in real property in Fayette County with any outstanding citation, notice or order from the Division in which he or she works regardless of whether the citation, notice, or order was issued by the employee or someone else in the Division. This policy extends to immediate family members, any supervisor(s), Director and Deputy Director, and Commissioner of the Department in which the identified employee is employed. Employees may be required to disclose all real property owned by the employee as well as his/her immediate family members. Property and business ownership exemptions may apply.
- All positions require drug testing and background check before employment and may require a post-job offer physical as stated in Ordinances 21-14(b), 22-13 and 23-16.
