Building Inspector/Code Enforcement/Flood Plain Coordinator

GENERAL SUMMARY

Under general supervision of the County Judge/Executive, performs all necessary functions to ensure proper enforcement of the Kentucky Building Code.  Performs related work as required. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Responsible for implementation and enforcement of the Kentucky Building Code.
  • Responsible for identifying unsafe structures and taking appropriate action consistent with state and local laws.
  • Leveling fines as appropriate for violations
  • Performs work necessary for issuance or revocation of needed permits.  
  • Reviews construction documents, issue compliance letters and certificates of occupancy. 
  • Performs necessary inspections of construction sites to ensure compliance with ordinances and permits.  
  • Develops and maintains necessary records for all activities and responsibilities.
  • Works as appropriate with the County Attorney to pursue necessary legal action.  
  • Performs other related duties as required.  
  • Communicates and explains code requirements to homeowners and contractors
  • Consults the Danville/Boyle County Planning and Zoning commission regarding regulations.
  • As the flood plain coordinator assists landowner in navigating proper procedures to ensure compliance.

 Graduate from an accredited high school or equivalent (GED), supplemented by at least three (3) years of experience in a related construction position, requiring the ability to effectively read and interpret building plans or specifications; While not a requirement, an Associates or Bachelors degree in a design or construction related field is preferred.

Qualifications

SPECIFIC KNOWLEDGE AND SKILLS Certification as Kentucky Building Inspector. Will earn a Building Inspector Level 1 certification upon hiring. Will maintain 12 hours p/yr of continuing education to maintain building Inspector certification. Valid driver’s license. Maintains a current contractor license. Knowledge and experience working with related building code systems and software Working knowledge and familiarity with flood plain maps Special Knowledge, Skills and Abilities Comprehensive knowledge of the Kentucky Building Code and related laws and ordinances. Sufficient knowledge of construction practices to allow for proper identification of violations of building codes. Ability to accurately read and interpret plans, blueprints, specifications, and other pertinent data for comparison with construction in progress. Ability to establish and maintain effective working relationships with county officials, other employees, contractors, architects, and the general public. Ability to utilize computer and necessary software for the development of citations, documents and communications. Ability to communicate effectively, both orally and in writing. Physical agility to allow for proper inspection of structures.

POSITION SUMMARY

The Building Inspector is responsible for administering and enforcing applicable building codes, regulations, ordinances, and permit requirements within the City of Somerset. The position performs inspections of new construction, additions, alterations, renovations, repairs, demolitions, and other construction activities; reviews plans and permit applications; issues permits as authorized; identifies code violations; communicates required corrections; and conducts follow-up inspections to verify compliance.

The Building Inspector serves as a primary point of contact for property owners, contractors, architects, engineers, and members of the public regarding construction requirements and code compliance. The position requires technical knowledge of construction practices and applicable codes, sound judgment, attention to detail, effective communication skills, and the ability to work independently. The Building Inspector reports to the Mayor, Chief of Staff, and/or appointed designee.

ESSENTIAL DUTIES AND RESPONSIBILITIES

•    Performs inspections of residential, commercial, industrial, institutional, and other construction projects for compliance with applicable codes, approved plans, permits, and regulations.

•    Performs inspections at appropriate stages of construction, including foundations, structural framing, electrical, plumbing, mechanical, insulation, life-safety components, and final inspections, as authorized by the City’s adopted codes and the inspector’s certifications.

•    Reviews building permit applications, construction plans, specifications, site plans, and related documents for compliance with applicable requirements.

•   Issues and administer building and other construction-related permits as authorized by the City.

•    Determines required inspections and documentation based on the type and scope of a construction project.

•    Interprets and applies applicable building codes, Kentucky regulations, City ordinances, zoning requirements, and other adopted standards.

•    Identifies construction deficiencies and code violations and communicates required corrections to responsible parties.

•   Conduct follow-up inspections to verify correction of deficiencies and violations.

•    Documents inspection results, permits, violations, approvals, and other activities accurately and in a timely manner.

•    Investigates complaints involving construction, unsafe structures, code violations, and other matters within the City’s jurisdiction.

•    Identifies construction performed without required permits and takes appropriate action in accordance with City policies, ordinances, and applicable law.

•   Prepare inspection reports, notices, correspondence, and other documentation.

•    Maintains accurate records relating to permits, inspections, plans, violations, and enforcement activities.

•    Provides information and general technical guidance to property owners, contractors, architects, engineers, and the public concerning applicable construction requirements.

•    Participates in meetings concerning construction projects, code compliance, permits, and inspections when appropriate.

•    Coordinates with other City departments, utilities, emergency services, regulatory agencies, and other organizations as necessary.

•    Assists with enforcement activities, including notices of violation, stop-work orders, unsafe building matters, and other corrective actions when authorized.

•    Maintains current knowledge of applicable construction codes, regulations, ordinances, and industry practices.

•    Maintains required certifications and completes continuing education necessary to perform assigned duties.

•    Utilizes computers, inspection software, permitting systems, electronic records, Microsoft Office, and other technology necessary to perform the position.

•   Performs other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

MINIMUM QUALIFICATIONS

•   High school diploma or equivalent.

•    Building Inspector certification required by applicable Kentucky law and/or regulations, or ability to obtain required certification within a specified period established by the City.

•   Knowledge of residential and/or commercial construction practices.

•   Valid driver’s license.

PREFERRED QUALIFICATIONS

•    Five years of experience in construction, building inspection, code enforcement, plan review, architecture, engineering, HVAC, plumbing, electrical, or a related field.

•    Associate’s or bachelor’s degree in construction, building science, architecture, engineering, code administration, or a related field.

•   Additional Kentucky building inspection certifications.

•    Experience performing commercial building inspections.

•   Experience reviewing construction plans and specifications.

•   Experience with permitting or electronic inspection systems.

•    Previous municipal or governmental inspection/code-enforcement experience.

WORKING CONDITIONS

Work is performed in both an office environment and active construction sites. The position may be exposed to construction equipment, dust, noise, unfinished structures, elevated areas, varying weather conditions, and other conditions commonly associated with construction sites. The employee is expected to use appropriate safety equipment and follow applicable City safety policies.

PHYSICAL REQUIREMENTS

•   Walking and standing for extended periods.

•   Climbing stairs and accessing areas of buildings and construction sites.

•    Bending, stooping, kneeling, reaching, and maneuvering around construction areas.

•   Visually inspecting construction components and conditions.

•    Carrying inspection equipment, plans, documents, and related materials.

•   Working outdoors in varying weather conditions.

•    Entering unfinished, partially completed, and other construction areas when necessary to perform inspections.

CLASS TITLE: Building Inspector/Plans Examiner/Building Official

CHARACTERISTICS OF CLASS: Under general supervision of Planning Director administers and enforces building, zoning and related codes and performs related work as required.

EXAMPLES OF DUTIES:

Receives applications for and reviews plans of proposed new construction, alterations, remodeling and renovation work and approves for compliance with zoning regulations building codes, flood plain and drainage requirements and issues related permits.

Answers inquiries concerning zoning, building and other code requirements.

Does on-site inspections during all phases of construction as prescribed in the building code and maintains documentation of same.

Confers or corresponds with architects, building owners, and/or contractors concerning questions about building plans and constructions applications.

Prepares data and maintains documentation on complaints for legal action against violators of building and related codes and represents the city in court.

Observes for possible violations of building, zoning and other regulations and follows through for compliance.

May be required to supervise construction on City owned property.

Serves as backup to the Code Enforcement Officer.

May be called upon to act as staff to the Winchester Codes Appeals Board and/or the Urban Renewal Community Development Agency.

Serves in the capacity of Building Official

Reviews landscape and land use buffer guidelines as submitted by contractors and or architects.

Serves on the Technical Review Committee

Provides on the job training to the CODE Enforcement Officer

Performs other duties as assigned by the Planning Director.

MINIMUM REQUIREMENTS

TRAINING AND EXPERIENCE: Graduation from an accredited high school; preferably supplemented by field work or technical training in building construction, civil engineering, or related fields to give necessary desired knowledge. Must be certified by the KY Department of Housing, Buildings and Construction as “Building Inspector Level I” with 3 years experience. Must have and maintain a valid Kentucky driver’s license. Some business experience would be helpful.

SPECIAL KNOWLEDGE, SKILLS AND ABILITIES: Considerable knowledge of modern building construction practices, methods, materials, technology and extensive knowledge of Kentucky Building Codes. Ability to analyze and present facts and recommendations in oral or written form. Ability to read and interpret construction plans and drawings and inspect construction to assure installation is in concurrence with approved plans. Ability to develop extensive knowledge of the City’s zoning ordinances. Ability to establish and maintain cooperative relationships with property owners, architects, contractors, public officials, fellow employees, and the general public. Requires extensive use of independent judgment, technical knowledge and good communications skills.

CHARACTERISTICS OF THE JOB: 

 This position involves the inspection and enforcement of various codes of the City relating to property maintenance, building, zoning and land use, and public nuisances. Work is performed under the supervision of the Building Official and Director of Planning & Development. 

DUTIES AND RESPONSIBILITIES: 

  1.  Inspect and enforce codes relating to property maintenance, building, zoning and land use, historic preservation, public nuisances, vehicles, and rights-of-way.  
  2. Inspect properties following natural disasters, fires, and accidents causing damage to properties and buildings.
  3. Prepare notices of violation and ensure distribution to appropriate recipients. 
  4. Issue citations and fines associated with code enforcement cases. 
  5. Prepare and file liens associated with code enforcement cases. 
  6. In coordination with other governmental agencies, take action relating to the condemnation or demolition of unsafe structures. 
  7. Maintain all records and documents associated with code enforcement cases. 
  8. Communicate with property owners, contractors and the general public regarding the requirements and standards of City codes and ordinances.  
  9. Assist in the preparation of meeting minutes and documentation for the Code Enforcement Board. 
  10. Work outdoors in all weather conditions.  
  11. Perform additional work as assigned. 

ESSENTIAL JOB FUNCTIONS:
