Description

CLASS TITLE: Building Inspector/Plans Examiner/Building Official

CHARACTERISTICS OF CLASS: Under general supervision of Planning Director administers and enforces building, zoning and related codes and performs related work as required.

EXAMPLES OF DUTIES:

Receives applications for and reviews plans of proposed new construction, alterations, remodeling and renovation work and approves for compliance with zoning regulations building codes, flood plain and drainage requirements and issues related permits.

Answers inquiries concerning zoning, building and other code requirements.

Does on-site inspections during all phases of construction as prescribed in the building code and maintains documentation of same.

Confers or corresponds with architects, building owners, and/or contractors concerning questions about building plans and constructions applications.

Prepares data and maintains documentation on complaints for legal action against violators of building and related codes and represents the city in court.

Observes for possible violations of building, zoning and other regulations and follows through for compliance.

May be required to supervise construction on City owned property.

Serves as backup to the Code Enforcement Officer.

May be called upon to act as staff to the Winchester Codes Appeals Board and/or the Urban Renewal Community Development Agency.

Serves in the capacity of Building Official

Reviews landscape and land use buffer guidelines as submitted by contractors and or architects.

Serves on the Technical Review Committee

Provides on the job training to the CODE Enforcement Officer

Performs other duties as assigned by the Planning Director.

MINIMUM REQUIREMENTS

TRAINING AND EXPERIENCE: Graduation from an accredited high school; preferably supplemented by field work or technical training in building construction, civil engineering, or related fields to give necessary desired knowledge. Must be certified by the KY Department of Housing, Buildings and Construction as “Building Inspector Level I” with 3 years experience. Must have and maintain a valid Kentucky driver’s license. Some business experience would be helpful.

SPECIAL KNOWLEDGE, SKILLS AND ABILITIES: Considerable knowledge of modern building construction practices, methods, materials, technology and extensive knowledge of Kentucky Building Codes. Ability to analyze and present facts and recommendations in oral or written form. Ability to read and interpret construction plans and drawings and inspect construction to assure installation is in concurrence with approved plans. Ability to develop extensive knowledge of the City’s zoning ordinances. Ability to establish and maintain cooperative relationships with property owners, architects, contractors, public officials, fellow employees, and the general public. Requires extensive use of independent judgment, technical knowledge and good communications skills.

Work is performed in an office setting and outdoors as required in the inspection of various land use developments, and construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

Job Description

The Environmental Compliance Officer is responsible for enforcing the City’s environmental ordinances and providing assistance to the Building Codes Officer. This position will primarily focus on identifying and addressing environmental and building codes violations by driving throughout the city. The role involves reporting construction activities, potential zoning code violations, and new business activity to the Building Codes Officer and the Tax Administrator. Additionally, the position will be responsible for assembling the weekly large trash order and collaborating with various city employees and departments, including the City Engineer, Tax Administrator, City Clerk, Utility Department, and others. Building a positive rapport with contractors operating within the city is also essential. Proficiency in operating reporting software related to various city permits is required for this role.

Qualifications

  • Must be a United States citizen or eligible to work in the U. S.
  • Valid driver’s license
  • High school diploma or equivalent required
  • Experience working in code enforcement, law enforcement, or a related field preferred
  • Must be able to successfully pass a background check and drug screen

JOB TITLE:  Code Enforcement Officer

CLASS: 55 

CHARACTERISTICS OF THE JOB: 

 This position involves the inspection and enforcement of various codes of the City relating to property maintenance, building, zoning and land use, and public nuisances. Work is performed under the supervision of the Building Official and Director of Planning & Development. 

DUTIES AND RESPONSIBILITIES: 

  1.  Inspect and enforce codes relating to property maintenance, building, zoning and land use, historic preservation, public nuisances, vehicles, and rights-of-way.  
  2. Inspect properties following natural disasters, fires, and accidents causing damage to properties and buildings.
  3. Prepare notices of violation and ensure distribution to appropriate recipients. 
  4. Issue citations and fines associated with code enforcement cases. 
  5. Prepare and file liens associated with code enforcement cases. 
  6. In coordination with other governmental agencies, take action relating to the condemnation or demolition of unsafe structures. 
  7. Maintain all records and documents associated with code enforcement cases. 
  8. Communicate with property owners, contractors and the general public regarding the requirements and standards of City codes and ordinances.  
  9. Assist in the preparation of meeting minutes and documentation for the Code Enforcement Board. 
  10. Work outdoors in all weather conditions.  
  11. Perform additional work as assigned. 

ESSENTIAL JOB FUNCTIONS: 

 The job functions listed below are a general description of the types of work that may be required to be performed.  Other related job duties and functions may be required as necessary. 

  1.  Perform specific duties as defined in “Duties and Responsibilities.”

Illustrative Duties

  • Inspects residential construction to enforce applicable residential building codes and ensure compliance with approved plans (e.g., foundation, structure, heating, ventilation, air conditioning, fireplaces, chimneys, etc.).
  • Meets with contractors and homeowners to discuss building code violations; makes recommendations for correcting violations; and serves as a liaison between departments and other local agencies.
  • Investigates complaints; serves violation notices and orders; and files charges.
  • Performs routine office work; answers phones; handles public inquiries regarding code interpretations, assists the public in making applications for permits.

Qualifications

  • B.S. degree in Planning, Industrial Arts, Engineering, or related construction field, or
  • High school diploma, GED, or equivalent plus three (3) years’ experience in construction, management, or planning.
  • Must obtain State of Kentucky Residential Inspector certification. Certification requirements: * Residential Inspector within 18 months of employment.
  • Valid Kentucky driver’s license.

Knowledge, Skills, and Abilities
Knowledge of state and local building codes and other related legislation; fire safety codes; construction practices and procedures; building inspection techniques and procedures; plan reading; maintain records.  Ability to efficiently conduct code inspections; read and interpret drawings and specifications; communicate effectively; develop and maintain effective working relationships with associates, other City employees, contractors and general public. Skill in research techniques; oral and written communication.  Ability to successfully use the computer, demonstrate competence in Microsoft Word and Excel.  Excellent interpersonal communication skills. 

Ability to tolerate various indoor/outdoor temperatures, climates, and terrains.  Must be able to climb a ladder, crawl, work at heights, in confined spaces, and navigate rough uneven terrain. Ability to handle large printouts or files (up to 40 pounds); and bend and stoop.
