The Code Administrators Association of Kentucky has canceled the Spring Training Conference at Kentucky Dam Village for the dates April 20 through April 22 due to conditions beyond our control. Anyone who has completed or submitted a registration will receive a full refund. We intend to bring the agenda back in the fall. The International Code Council has communicated to CAAK they will continue to provide online training events for those who wish to attend. 2018 KRC Seminars – Registration is now open!
Registration for the 17th Annual Kentucky Residential Code (KRC) seminars is now open! This year’s KRC One Day training classes will be on 2018 Kentucky Residential Code and cover three topics that have been requested by past attendees of these seminars. The special topics to be presented will cover code and construction requirements, along with pitfalls and problem areas associated with crawl space/conditioned crawl spaces, fire-resistant rated construction and deck construction.

PPC Announces Leadership Change at HBC
FRANKFORT, Ky. (June 18, 2019) – The Kentucky Public Protection Cabinet (PPC) announces the appointment of Duane S. Curry as Deputy Commissioner of the Department of Housing, Buildings, and Construction (HBC). PPC Secretary K. Gail Russell announced the appointment, which is effective immediately.
Curry has served as Director of the Division of Building Code Enforcement since his appointment to HBC in January 2016. As Director, he was responsible for the oversight and enforcement of state and federal laws pertaining to the Kentucky Building Code.
“His knowledge of the intricacies and breadth of policies that regulate this industry is unmatched,” said HBC Commissioner Steve Milby. “His expertise has enabled us to reform the building code by eliminating unnecessary red tape while still improving the rules that assure public safety. I look forward to serving alongside Duane and continuing to accomplish great things on behalf of Kentuckians.”
Growing up in Madison County, Curry obtained certification as a building code inspector in 1986. He has since obtained numerous additional certifications as both an examiner and inspector in zoning and residential and commercial inspection. In his 37 years of service in various roles at both the local and state level, Curry has overseen countless high priority initiatives.
As Deputy Commissioner, he will assist Commissioner Milby in providing policy direction and program supervision to each of the divisions within the department. “I am honored for the opportunity to continue our great work in this critical industry,” said Curry. “I thank Governor Bevin and Secretary Russell for entrusting my leadership and ability to serve as Deputy Commissioner.”
Prior to joining the Bevin Administration, Curry held various positions in local government, including engineering services director for the city of Paris, chief building inspector and director of planning for the Madison County Fiscal Court, and assistant fire marshal for the University of Kentucky. In addition, he is active in the community, serving on several advisory boards and committees.
He and his wife reside in Madison County.
The Kentucky Department of Housing, Buildings and Construction (HBC) is an agency of the Public Protection Cabinet. HBC enforces statewide standards for building construction. The agency ensures fire and life safety in existing buildings; licenses/certifies plumbers, electricians, boiler contractors, sprinkler and/or fire alarm contractors and building inspectors.

HBC adopts new codes
The Interim Joint Committee on Local Government has adopted new 2018 Kentucky Building Codes (KBC) and 2018 Kentucky Residential Codes (KRC). The 2018 Kentucky Codes, modeled after the 2015 International Building Code and the 2015 International Residential Code, have certain Kentucky-specific amendments. The Kentucky Amendments are located on our web site at http://dhbc.ky.gov.
The following new codes were adopted:
- 2018 Kentucky Building Code (Based on the 2015 International Building Code with Kentucky Amendments)
- 2018 Kentucky Residential Code (Based on the 2015 International Residential Code with Kentucky Amendments)
- 2015 International Mechanical Code
- 2017 NFPA 70 – National Electrical Code
- 2012 NFPA 101 – Life Safety Code (Health Care Facilities)
The Department established January 01, 2019, as the effective date for mandatory compliance with the new codes. In the interim period, projects could be submitted under the new code or the 2013 Kentucky Codes. Project submittals within the first three (3) months of 2019, that were under design before January 01, 2019, had the option to request for a variance to continue use of the 2013 Kentucky Building Code for that project in an effort to facilitate a smooth transition to the new codes.
