Job Opportunity: Building Inspector – Newport, KY

Salary: $76,772 – $86,369 plus full benefits including take home vehicle (mile limitations apply).
Location: Newport, KY

Job Characteristics

This position is responsible for the coordination of the City’s Expanded Jurisdiction permitting and inspection program. Works closely with the Code Enforcement Officers and Fire Inspectors. Reports directly to the Code Enforcement Director.

Essential Functions

  • Reviews all commercial and residential building permit applications and plans to assure that they are in compliance with State Building Codes and city ordinances;
  • Inspects new and existing buildings for conformance with State Building Codes, and for maintaining standards of construction to assure all relevant codes and ordinances are followed
  • Coordinates with Code Enforcement Officers and follow up inspections and code violations;
  • Performs certification of occupancy inspections for business license;
  • Records all data on new sewer taps, issues street cut bonds;
  • Responsible for maintaining periodic departmental reports;
  • Responsible for maintaining all required certifications;
  • Performs and monitors inspections on buildings;
  • Reviews and authorizes all plans, building permits, certificates of occupancy and demolition permits;
  • Reviews and issues all stop work orders and prepares assigned reports;
  • Inspects buildings, streets, storm drainage systems and other installations during construction;
  • Acts as the Flood Plan Coordinator for the city;

Additional Job Duties

  • Completes all required departmental documentation;
  • Performs other duties as required.

Desirable Training and Experience

  • Graduate from a standard high school, or the equivalency, supplemented by 5 – 7 years experience in Construction field in a position such as foreman;
  • Must be a Certified Level III Building Inspector by the State of Kentucky Department of Housing Buildings and Construction;
  • Ability to operate basic computer systems including typical software systems.

Knowledge, Skills, and Abilities

  • Knowledge of federal, state and local laws and ordinances;
  • Knowledge of basic modern construction techniques, principles and methods; A working knowledge of all applicable codes, to include an understanding of the proper methods for enforcement and inspection;
  • Ability to understand, and interpret construction drawings, specification and other documents related to the construction and modification of a building or residence;
  • Communicate accurately with other officers, government agencies, and the general public regarding zoning and construction matters;
  • Ability to work outside among different levels of an uncompleted structure, in order to inspect for compliance with building codes, zoning and other ordinances;
  • Ability to establish and maintain effective working relationships with contractors and the general public.

Necessary Special Requirement

  • Possession of, or the ability to obtain, a valid operators license;
  • Must possess certification as a Level III Kentucky Certified Building Inspector;
  • Technical training in construction, materials, engineering and drafting;
  • Must have ability to read and interpret construction plans and drawings;
  • Must be bondable.

Legal Requirements

  • An individual in this class must meet the requirements of all applicable Kentucky Revised Statues, and local ordinances, with regards to a person in this classification.

Essential Physical and Environment Demands

  • Ability to communicate effectively and prepare reports requiring mental reasoning and interpretation, writing, reading and thinking;
  • Work is typically performed in an office setting at a desk or table with intermittent standing or stooping;
  • Ability to lift 25-50 pounds as required;
  • Ability to safely operate large and small power tools;
  • Ability to use hand tools;
  • Work that is performed out of doors including periods of inclement weather with exposure to varying noise levels, fumes, dust and odors.

Description/Duties

City of Georgetown Building Inspection seeks a qualified individual to fill an opening in the Building Department. This position will perform plan reviews and inspect new and existing buildings and structures to ensure conformance to building laws and approved plans, specifications, and standards.

Requirements

Bachelors or Associates Degree in construction/building management, engineering, architecture, or fire science. High School graduates will be considered with a minimum of 3 years in a responsible, directly related construction position which required the ability to effectively read and interpret building plans and specifications. This position requires the individual to obtain a Level I Building Inspector Certificate from the Kentucky Department of Housing withing 12 months of hire.

Duties

Plans and organizes electrical inspection procedures and activities; inspects and tests all electrical equipment and systems installed; inspects proposed and existing structures during all phases of construction to ensure compliance with applicable local, state and national codes for public safety. Acts as a consultant to contractors, engineers, representatives for labor and management, and for the general public in electrical matters. Investigates devices submitted for approval, comments, or advice. Answers questions and provides information on electrical code requirements. Reviews, approves and makes recommendations on electrical plans and specifications submitted by designers, engineers, and contractors. Makes onsite inspections of all buildings, regardless of size, checks for code compliance; completes related forms and distributes permit applications. Works with architects, contractors, property owners, and occupants on matters involving electrical codes and violations. Prepares and maintains reports and files on electrical permits issued, on inspections, and on jobs in progress or completed. Responds to calls for on-site inspections and releases approved and completed job inspection tickets to service utility. Enforces Chapter 10 (Electricity) and advises on revision and update of Ordinances as necessary. Communicates with Chief Building Inspector on status of inspection, re-inspection, investigations and other activities. Presents seminars and lectures for local electricians, contractors, and schools. Responds to citizen complaints, local electrician, contractors, and schools. Prepares correspondence concerning codes and other violations.

Requirements

High school diploma (or equivalent) required; technical school training in building design/inspection or construction field preferred; with a minimum of three to five years of practical experience as a building official, contractor, and/or inspector (or related position) required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this
position. Requires a valid driver’s license. Certification by the state of Kentucky as a Master Electrician and
obtain within 60 days of employment certification as a Commercial Electrical Inspector. Within two years of employment obtain certification as a Building Inspector Level II.

Description

Planning and Development Services seeks a qualified individual to fill an opening in the Building Codes Planning & Development Services of Kenton County is dedicated to leading communities and striving to foster growth and prosperity within our Community by providing the highest quality service to our Customers. We enhance the quality of life through safety and protection of our community, creative planning, and deliberate guidance towards principled goals.

The Building Code Administration Department is responsible for reviewing all proposed building related projects and their compliance with the Uniform Building Code as set forth by the Department of Housing, Buildings and Construction. The building codes regulate all items relating to the built environment including but not limited to new and renovated buildings, repair/replacement of equipment, fire protection systems, mechanical system, etc. The primary responsibility of the department is to ensure the minimum/maximum requirements to provide a reasonable level of safety, public health, and general welfare through structural, strength, means of egress facilities, stability, sanitation, adequate light and ventilation, energy conservation, and safety to life and property from fire and other hazards attributed to the building environment and to provide a reasonable level of safety to fire fighters and emergency responders during emergency operations.

As a key member of the Building Codes Administration team, it is the primary job function of the Building Plan Reviewer to ensure that all buildings within the jurisdiction of PDSKC are completed safely per the approved construction drawings, specifications and the appropriate uniform building code as set forth by the Department of Housing, Buildings and Construction under the direct supervision of the Chief Building Official.

Qualifications

Positions in this Classification are authorized and expected to:

  • Ability to read and interpret construction documents such as, but not limited to, construction drawings, mechanical drawings, fire safety drawings, structural drawings, and construction specification manuals.
  • This individual shall be certified to review plans for structures from single family dwellings and their accessories and large commercial structures. This individual shall pass ICC tests B1 and M1 for single family inspector, B2 for Level I, M2 for Level II, and B3 and M3 for a Level III inspector as set forth in 815 KAR 7:070c
  • Work collaboratively with Contractors and Local/ State Governmental Agencies.
  • Maintain permit records (such as plan review notes) in an orderly and easily accessible manner.
  • Review Construction documents for conformance to the Kentucky Building and Residential Code and it’s referenced standards.
  • Meet with Customers on an as needed basis to answer any Customer Service needs.
  • Must have the ability to write technical memos, documents, and reports.
  • Other duties may be assigned on an as needed basis.

SCHOLARSHIPS

CAAK member’s children or grandchildren who are planning to attend an accredited institution of higher education this Fall 2022 and Spring 2023, located in Kentucky, are encouraged to apply for a $1,000 CAAK member scholarship.

Also – if you know of any full-time code related degree seeking student, that is currently enrolled in an accredited institution of higher education and will be returning this fall, are encouraged to apply for a $1,000 Code Related scholarship.

Annually, the CAAK scholarship committee may recommend to award up to four $1,000 scholarships for tuition assistance. Applicant requirements may be found on the CAAK website along with a description of all available scholarships.  Applications will be accepted through July 1, 2022.
