GENERAL DESCRIPTION

The purpose of this position is to ensure consistent enforcement of the Kentucky Residential Code, Kentucky Building Code, and the Lexington-Fayette Urban County Government Code of Ordinances, and Zoning Ordinance throughout the construction of projects through plan review and regularly scheduled inspections.

MINIMUM REQUIREMENTS

  • High school diploma, GED, or equivalent 
  • Two (2) years of experience in a directly related construction position that requires reading and interpreting building plans and specifications; or work performing building design or drafting duties for an architect or engineer.  
  • Additional years of education in architecture, engineering, fire science, building technology, or other construction related subject may substitute for years of related experience 

ESSENTIAL FUNCTIONS

  • Conducts field inspections to verify code compliance, violations of constructions codes, and investigate complaints
  • Reviews and approves construction documents and permits
  • Communicates and responds with internal and external customers via in-person, phone, text, and email
  • Researches and evaluates building codes and zoning ordinances, code compliance, alternative construction methods, and the progress of open permits
  • Attends applicable division meetings and performs data entry, reporting, and other administrative duties as necessary
  • Performs related work as assigned

SPECIAL LICENSE/CERTIFICATION

  • Valid driver’s license
  • Completion of the following NCPCCI or ICC Building Inspector Certifications must be obtained within the six (6) month probationary period as a condition of permanent employment:
    • NCPCCI exams
      • Test 1A One- and Two- Family Dwelling General exam; and
      • Test 4A One- and Two- Family Dwelling Mechanical; or
    • ICC Exams:
      • Test B1 Residential Building Inspector; and
      • Test M1, Residential Mechanical Inspector
  • Upon hire, must enroll and maintain membership in the Kentucky Certified Building Inspector Program as a condition of continued employment.

SPECIAL REQUIREMENTS

  • Employees within the Divisions of Building Inspection and Code Enforcement, whose job duties include issuing civil citations or permits for the use of and/or conditions on real property and/or residential real property within Fayette County, or inspectors within the Division of Fire – Fire Prevention Bureau must comply with CAO Policy 23R (“Acquisition of Real Property From Property Owners Under Certain Notices and/or Orders”), which states that employees shall not own any interest in residential real property or possess an ownership interest in a business that manages, maintains or oversees the management or maintenance of any residential, real property in Fayette County. In addition, no employee who works in a Division with regulatory or civil enforcement authority over real property located in Fayette County shall acquire an interest in real property in Fayette County with any outstanding citation, notice or order from the Division in which he or she works regardless of whether the citation, notice, or order was issued by the employee or someone else in the Division. This policy extends to immediate family members, any supervisor(s), Director and Deputy Director, and Commissioner of the Department in which the identified employee is employed. Employees may be required to disclose all real property owned by the employee as well as his/her immediate family members. Property and business ownership exemptions may apply.
  • All positions require drug testing and background check before employment and may require a post-job offer physical as stated in Ordinances 21-14(b), 22-13 and 23-16.

GENERAL DESCRIPTION

The purpose of this position is to work with property owners to bring the condition and appearance of their property into compliance with the International Property Maintenance Code, Kentucky Residential Code, and the Lexington-Fayette Urban County Government Code of Ordinances.

MINIMUM REQUIREMENTS

·       High school diploma, GED, or equivalent 

·       Two (2) years of experience in a directly related construction position, such as a foreman, that requires reading and interpreting building plans and specifications; or work performing building design or drafting duties for an architect or engineer 

·       Additional years of education in architecture, engineering, fire science, building technology, or other construction related subject may substitute for years of related experience 
 

ESSENTIAL FUNCTIONS

  • Investigates reported code violations related to the maintenance of all commercial and residential properties and yards/lots
  • Conducts on-site inspections related to general structure maintenance, sidewalk serviceability, property nuisance violations, and the placement of temporary signs
  • Prepares and issues official documents to notify property owners of violations such as compliance letters, stop work orders, condemnations, and citations; provides testimony before the Administrative Hearing Board and District or Circuit Court as needed
  • Provides guidance, assistance, and collaboration, internally and externally, to aid in the understanding and achievement of code compliance
  • Assists owners with the application process for any federally-funded financial assistance programs as needed
  • Performs administrative duties such as record keeping, reporting, research, and case preparation
  • Responds to emergency situations investigated by Lexington Division of Fire & Emergency Services regarding damage to building structures as needed
  • Performs related work as assigned
     

SPECIAL LICENSE/CERTIFICATION

  • Valid driver’s license
  • Must pass either the NCPCCI 1A, One- and Two-Family Dwelling General exam or the ICC B1, Residential Building Inspector exam within the six (6) month probationary period as a condition of permanent employment.

CHARACTERISTICS OF THE CLASS:

This position involves the inspection of residential and commercial structures to ensure that the minimum standards necessary to make dwellings fit for human habitation are maintained as per the requirements of the City of Elizabethtown. Supervision is received by the Chief Building Official and Director of Planning & Development.

EXAMPLES OF DUTIES:

  • Perform routine inspections to determine that structures are safe for occupancy and meet the minimum established requirements for the proper maintenance of dwelling units, appliances, equipment, and utilities.
  • Assist in maintaining all records and documents in code enforcement actions.
  • Assist in actions taken in the condemnation of unsafe structures.
  • Communicate with property owners, contractors, and the general public regarding code requirements, inspection results, and the status of permit applications.
  • Work outdoors in all weather conditions.
  • Perform other duties as assigned.

REQUIRED SKILLS AND QUALIFICATIONS:

  • High school graduate or equivalent.
  • Possess a valid Kentucky driver’s license.
  • Basic knowledge of all types of building construction.
  • Certification as a Kentucky Building Inspector, Level I within 6 months of employment, and a Level II within 12 months.
  • Familiarity with building construction and inspection terminology.
  • Physically capable of performing essential job functions.
  • Ability to operate standard office equipment including printers, computers, and associated software such as word processing, spreadsheet, database software.
  • Ability to exercise good judgment, courtesy, and tact in dealing with the public.
  • Ability to establish and maintain effective working relationships with other employees and the public.
  • Neat in appearance, good moral character and not convicted of a felony crime.
