POSITION SUMMARY
Under general direction, performs inspection duties to ensure compliance with Kentucky Building Code and Residential Code, the Existing Structures Code, and applicable Municipal Codes, including property maintenance code; also performs related work as required.

ESSENTIAL FUNCTIONS

•    Accepts applications for permits; computes fees; issues and tracks permits.
•    Examines plans accompanying permit applications for conformance with codes.
•    Inspects sites before construction for the practicability of plans.
•    Inspects sites and buildings during construction for compliance with codes.
•    Inspects buildings upon completion; issues certificates of occupancy upon determining compliance.
•    Notifies permit holder of non-compliance with codes at any time during the construction process.
•    Inspects dwellings for compliance with code and takes necessary action.
•    Investigates complaints of code violations.
•    Answers inquiries reference code requirements.
•    Review Business License applications
•    Files permits and is responsible for correspondence to applicants and contractors.
•    Assists in maintaining database for permits/inspections.
•    Tracks daily inspections on iWork software.
•    Other duties as required or assigned.

•    Ability to work proficiently with the latest computer software programs.

2025 AIA/CAAK/DHBC Code Webinars

AIA Kentucky, the Code Administrators Association of Kentucky and the Kentucky Department of Housing Buildings and Construction once again join forces to present our annual summer code webinars for architects, code officials, related design professionals and others seeking understanding of the Kentucky Building Code. This year’s series will be delivered in the form of two, half-day webinars.

Participants may register for a single session (worth 3 AIA LU | HSW), or for both courses (worth 6 AIALU | HSW).

Webinar dates and topics:

  • Wednesday, July 30 – 2015 IBC Allowable Heights and Areas for Design Professionals
  • Thursday, July 31 – 2015 IBC Use of Fire and Smoke Separations

The full course will earn up to six (6) AIA/CES Learning Units in Health, Safety & Welfare topics. AIA Kentucky will report these credits to AIA for all AIA members attending. Webelieve the program will also be eligible for (6) six PDUs in health, safety,and welfare toward Kentucky state licensing requirements and 6 hours credit forKentucky Building Inspectors Certification Program. AIA Kentucky will provide certificates at the conclusion of each session to verify attendance, and individuals are responsible for reporting credits to the Kentucky Board of Architects upon request.

GENERAL DESCRIPTION

The purpose of this classification is to ensure consistent enforcement of the Kentucky Building Code, the Lexington-Fayette Urban County Government Code of Ordinances, and Zoning Ordinance for commercial building projects, additions, and remodels.

MINIMUM REQUIREMENTS

  • High school diploma, GED, or equivalent
  • Two (2) years of experience in a directly related construction position, such as a foreman, that requires reading and interpreting building plans and specifications; or work performing building design or drafting duties for an architect or engineer
  • Additional years of education in architecture, engineering, fire science, building technology, or other construction-related subject may substitute for years of related experience

ESSENTIAL FUNCTIONS

  • Conducts on-site field inspections to verify code compliance 
  • Reviews construction documents, plans, and permits
  • Communicates and responds with internal and external customers via in-person, phone, text, and email
  • Issues permits, compliance letters, and certificates of occupancy
  • Evaluates building code issues and researches alternative methods and accepted standards for code compliance 
  • Attends and represents the division at applicable internal and external training and meetings  
  • Performs data entry, reporting, and other administrative duties as necessary
  • Performs related work as assigned

SPECIAL LICENSE/CERTIFICATION

  • Valid driver’s license
  • Position 5206 must obtain Kentucky Certified Building Inspector, Level I within the first six (6) months of employment as a condition of permanent employment.
  • Upon hire, must enroll and maintain membership in the Kentucky Certified Building Inspector Program as a condition of continued employment

SPECIAL REQUIREMENTS

  • All positions require drug testing and background check before employment and may require a post-job offer physical as stated in Ordinances 21-14(b), 22-13 and 23-16.
  • Employees within the Divisions of Building Inspection and Code Enforcement, whose job duties include issuing civil citations or permits for the use of and/or conditions on real property and/or residential real property within Fayette County, or inspectors within the Division of Fire – Fire Prevention Bureau must comply with CAO Policy 23R (Acquisition of Real Property From Property Owners Under Certain Notices and/or Orders), which states that employees shall not own any interest in residential real property or possess an ownership interest in a business that manages, maintains or oversees the management or maintenance of any residential, real property in Fayette County. In addition, no employee who works in a Division with regulatory or civil enforcement authority over real property located in Fayette County shall acquire an interest in real property in Fayette County with any outstanding citation, notice or order from the Division in which he or she works regardless of whether the citation, notice, or order was issued by the employee or someone else in the Division. This policy extends to immediate family members, any supervisor(s), Director and Deputy Director, and Commissioner of the Department in which the identified employee is employed. Employees may be required to disclose all real property owned by the employee as well as his/her immediate family members. Property and business ownership exemptions may apply.
